	11月11日上午，2015廣州環(huán)博會同期會議論壇：2015華南地區(qū)VOCs治理技術(shù)及模式創(chuàng)新研討會盛大舉行，廣東省環(huán)保廳主任科員段獻忠、中國塑料加工工業(yè)協(xié)會復合膜制品專業(yè)**秘書長李建軍和廣東俐峰環(huán)?？萍加邢薰炯夹g(shù)總監(jiān)賴慶智分別作了演講。

段獻忠表示，2015年的工作重點是：全省工業(yè)源VOCs全面排查、重點行業(yè)總量核算細則、石化行業(yè)LDAR全面實施、集裝箱行業(yè)綜合整治、油氣回收監(jiān)督管理辦法等。

directory; key industry focus on corporate governance pilot; explore the 
establishment of emission reporting management system and the implementation of

李建軍詳細介紹了包裝印刷行業(yè)的概況，行業(yè)VOCs排放收費辦法，當前包裝印刷業(yè)VOCs治理的思路、技術(shù)、工序及工藝等做了詳細的詮釋。

他透露，從調(diào)研情況看，行業(yè)VOCs治理處于起步階段，目前大多數(shù)企業(yè)開始行動，中小企業(yè)則多處于等待觀望狀態(tài)，而究其根源，主要為：企業(yè)環(huán)保意識不強，治理內(nèi)在動力不足；治理技術(shù)不盡成熟，社會治理體系不配套；治理設(shè)施投資大，運行成本高；缺乏完整配套政策和有效落實措施。

weak corporate environmental awareness is not strong governance, governance

of large investment, high operating costs; lack of complete supporting policies 
and effective implementation measures.
