	3月23日，北京市“大氣污染執(zhí)法年”行動啟動新聞發(fā)布會在北京市**召開。此次行動將圍繞散煤、高排放機動車、城鄉(xiāng)結(jié)合部等重點防治領域和區(qū)域，按照行業(yè)管理和屬地監(jiān)管相結(jié)合的原則，通過開展貫穿全年的“治散煤”、“凈四氣”、“降三塵”三大執(zhí)法行動，加大環(huán)境監(jiān)管執(zhí)法力度，嚴厲打擊各類環(huán)境違法行為，加快推動空氣質(zhì)量改善。

	“大氣污染執(zhí)法年”行動由“治散煤”、“凈四氣”、“降三塵”三項重點工作組成?！爸紊⒚骸睂ｍ椪涡袆訉⑨槍ι⒚荷a(chǎn)、加工、儲存、運輸、銷售、使用等各環(huán)節(jié)，由質(zhì)監(jiān)、環(huán)保、城管執(zhí)法、工商、交通執(zhí)法等部門，依據(jù)職責從各環(huán)節(jié)強化監(jiān)管，通過在重點時段、重點部位開展聯(lián)合執(zhí)法，嚴厲打擊非法生產(chǎn)、銷售、使用劣質(zhì)散煤的行為，取締違法違規(guī)的煤炭企業(yè)和銷售點。“凈四氣”（燃煤廢氣、VOCs廢氣、工業(yè)廢氣和機動車尾氣）大氣污染專項執(zhí)法行動以貫徹落實新修訂的《環(huán)境保護法》、《大氣污染防治法》，嚴格執(zhí)行《北京市大氣污染防治條例》為重點，通過開展燃煤設施使用和違法不使用清潔能源專項執(zhí)法行動，揮發(fā)性**物（VOCs）行業(yè)專項執(zhí)法行動，“小散亂污”企業(yè)、工業(yè)大院排污專項整治，移動污染源專項執(zhí)法行動四個專項，嚴厲打擊污染物**標排放、無污染防治設施或設施不正常運行、不使用清潔能源等各類環(huán)境違法行為?！敖等龎m”大氣污染防治行動重點聚焦施工揚塵、道路遺撒致塵、因燒致塵問題，通過開展工地揚塵和渣土運輸泄漏遺撒、露天燒烤、露天焚燒三大整治行動，加大源頭監(jiān)管和執(zhí)法查處力度。

	“大氣污染執(zhí)法年”行動共分三個階段：3月1日至3月20日為動員部署階段，目前已部署完成。3月21日至11月30日為檢查整治階段，各區(qū)集中開展“治散煤”、“凈四氣”、“降三塵”專項執(zhí)法行動，并在此基礎上，各區(qū)結(jié)合轄區(qū)實際，開展有針對性的專項檢查整治，依法采取按日連續(xù)處罰、查封扣押、限產(chǎn)停產(chǎn)、行政拘留、關停取締等措施，嚴厲打擊環(huán)境違法行為，公開曝光一批嚴重違法企業(yè)。12月1日至12月31日為收官督查階段，市級執(zhí)法行動牽頭部門對各區(qū)“大氣污染執(zhí)法年”行動開展情況進行收官督查。
